Ms. Fitzsimmons is an established project management and grant-writing professional with expertise in federal and state proposal writing. Over the last five years, she has averaged a win rate of 70%. Ms. Fitzsimmons is a federal grant specialist having written winning applications totaling over $73 million in funding to several federal agencies including Department of Health and Human Services (e.g. CDC, FDA, NIH, HRSA, SAMHSA, and ACF), Environmental Protection Agency, US Department of Commerce, US Department of Agriculture, US Department of Energy, and the US Department of Labor. She has a unique talent to bring together diverse constituents to develop coherent programs with complete evaluation plans driven by SMART workplans tied to detailed budgets.
Ms. Fitzsimmons formerly served as the Director of the Office of Grants Management for the Indiana State Department of Health (ISDH) with the directive to bring more funding to the State for Public Health initiatives. She managed a portfolio of over $200 million in awards while streamlining and centralizing the grant submission and management processes, policies, and procedures into a central grant management office. In her role, Ms. Fitzsimmons provided sourcing and application resources to the diverse departments of the ISDH and held monthly training sessions for ISDH staff on various grant topics including evaluation, budgeting, logic models, and workplans. She also served as the agency authorizing official and Federal Office of Management and Budget (OMB) Circular reference aiding programs with complex compliance requirements.
Prior to ISDH, Stacy Fitzsimmons served as a Senior Project Manager and Grant Strategist for a workforce and economic development consulting firm. Her favorite projects stem from this experience; projects that serve communities and lift up populations of need. This translates into many projects where economic development, workforce projects, and healthcare intersect.
She is certified in the Compression Planning® method and recently presented the enhanced productivity tool at a national conference. Ms. Fitzsimmons uses the method to facilitate various planning, process design, focus group, and proposal development sessions. Using this method, she was successfully awarded over $9 million in grants within a six-month period and also gathered over 50 vetted ideas for recommendation to a national board of directors for a strategic planning initiative.
Stacy enjoys speaking and training across the country in her work life and spends her personal time raising two beautiful children with her husband in Central Indiana. When stealing a moment alone Stacy will be reading or creating a delectable dinner in the kitchen.
Stacy Fitzsimmons holds a Master of Business Administration (MBA) from Indiana Wesleyan University where her thesis focused on strategic planning and culture change and a BA in Communication from DePauw University. Stacy is also a Lean Six-Sigma Green Belt. She is a member of and subscribes to the Grant Professional Association (GPA), National Grant Management Association (NGMA), American Evaluators Association, and the Association of Change Management Professionals (ACMP) codes of ethics, is a past president of the GPA Central Indiana Chapter, and served as the Chair for the GPA National Strategic Planning Committee.
